Item #1: Temporary Day Shelter for Homeless 00:04:14

Emergency Ordinance No. 126, 2020 Suspending Certain Provisions of the City’s Land Use Code to Permit Temporary Use of the Property at 1709 West Elizabeth Street as Day Shelter.The purpose of this item is for City Council to consider approving an emergency ordinance to allow a temporary day shelter at Westminster Presbyterian Church, located at 1709 West Elizabeth Street. Westminster Presbyterian Church has agreed to provide space for Homeward Alliance to operate an inclement weather day shelter on its property beginning as soon as possible through no later than May 31, 2021. The church property is located in a low density residential (R-L) zone, and day shelters are not an expressly permitted use, so this emergency ordinance is necessary to allow such use of the property immediately. Emergency ordinances are authorized under the Charter in emergency circumstances and require the affirmative vote of at least five (5) members of the Council for passage.

Topic: Parks & Recreation Master Plan 00:31:07

The purpose of this item is to share the completed Parks and Recreation Master Plan and seek feedback on next steps related to sustainable system funding. An overview of the Master Plan contents and process of development will be presented by Andrew Dobshinsky, Associate Planner with The Olin Studio. Findings from financial analysis and their implications will be shared by Interim Community Services Director, John Stokes. Staff from the Park Planning and Development, Parks, and Recreation Departments will be available for discussion.

considerations for homeless shelters and co-located services from the City Manager’s (Temporary) Homelessness Advisory Committee, made up of multi-sector community members and service providers, and to seek guidance on next steps.

Topic: Plastic Pollution Update 02:36:57

The purpose of this work session is to update Council on the status of the Microplastics Mitigation Study and Macroplastic Pollution Awareness and Policy work.
